Hydrangea stalks probably were damaged by the severe winter. It also depends on the type of hydrangea if they should be cut back and when. These hydrangeas bloom throughout the summer so the stalks should be cut back to the first green growth that hopefully will produce flower buds early. The green growth at the bottom should produce stalks for bloom later.
