How late in the spring can I seed my lawn?

My lawn is 90% shaded out and needs to be seeded. Unfortunately, my condo association landscaper wants to apply pre emergent weed killer the week of 4/04 and then come back week of 4/11 and over seed. What are your thoughts on this plan?

Pre emergent weed killer must be timed to be applied when the weeds seeds are germinating. Now is a good time usually (early April), however, this year spring is progressing earlier than usual and it may be too late. Pre emergent weed killer is not selective and will work against many plants including grass. It is not a good idea to reseed grass when the pre emergent killer has or will be applied. Reseed grass in early fall.
