My neighbor has a yellow plant that looks like an Oleander. It has pods on the plant and a white furry and brown seeds from the plant.

Should I take it to the PHS and have them look at it and is it poisonous?

You can photograph it and email it or bring in a sample to the library.  If no one is here someone will get back to you.  Please heed the warning in the previous answer about handling oleander.  Happy Gardening!  ep
