How do you keep squirrels from digging up bulbs?

A one inch wire mesh about two inches below the surface will impede squirrels from digging up bulbs. Some people try spraying the ground with a squirrel inhibitor or putting cayenne pepper on the soil, but these deterrents don't often work.
