How do I rid my backyard garden in South Philly of rats?

For thirty years, I have grown tomatoes, basil, parsley, and other things in my garden. This year, I have actually seen rats eating my parsley and basil down to the roots. The rats are bold, sitting on the fence, strolling the garden and yard in the daytime. I am very leery of using poison, but I do not know what to do.

Unfortunately the best we can suggest is to call an exterminator.  They are very undesirable for many reasons and should be eradicated immediately.  Best of luck with the garden.
