Why do the leaves on the community garden apple tree have yellow spots on it?

Hi, there is an apple tree in the community garden that has yellow and brown spots on it. Is it a disease? The apples seem to be fine. I am not a member of PHS as of yet, but I have a home vegetable garden and my mom is with the Carroll Park Association and works closely with the PHS, helping with the upkeep of the park.

You probabably have cedar/apple rust. The fungus spores come from juniper plants, mostly in spring. In spring spray with a fungicide. Apples may be misshappened if left untreated. Multiple spraying may be required.
