My tree developed buds this year but has not bloomed. Will it come back next year?
The buds crumble when rubbed between my fingers. It has no leaves and no blooms.

In any case it should leaf out even if the leaf buds encountered the same weather conditions. If it doesn't leaf out this year, chances are it will not survive.
