Can you answer my seed sowing question?

AHS Encyclopedia often gives propagation instructions which say sow at XX degrees. Does this mean I can start outdoors when day time highs are averaging that temperature? I don't have enough light indoors and want to sow in situ or in pots. Thanks for clarification and any other help you can offer about starting perennial seeds outdoors. I live in New Jersey.
