Is my hydrangea dead?

My hydrangea plant is all dead looking branches but has leaves growing from bottom. Is it okay?I live in Bucks co., pa. I did nothing with plant but cut left over blooms left in March, they mostly fell off.

Hydrangeas were particularly damaged by this past severe winter.  But yours is showing life!   Cut back all of the dead branches to where they are putting out new leafy growth.  If your hydrangea is a mophead (Macrophylla), which develops buds on last year's growth, you will not have bloom this year, but it will bloom next year.  From your description, I would say yours is a mophead.   If, however, it is an  oak leaf type (Quercifolia), it stands a good chance of blooming this year.
