I would like to put in an everygreen low groundcover under an oakleaf hydrangea. Currently there is a yellowish sedum. Is there a perennial native groundcover that will take full sun that I can use instead of vinca ?

Low growing junipers such as Juniperus procumbens `Nana`, Juniperus horizontalis wiltonii (carpet juniper), Juniperus sabina tamariscifolia are evergreen and will thrive in the sun. You might also look at the "subject guides" on the PHS website for more information.
