Should a hydrangea container plant be placed in the garage/basement for the winter?
If yes, when? If yes, what about sunlight & watering? If left outdoors - should the hydrangea be wrapped?

You do not say what kind of hydrangea you have. Hydrangea macrophyllas and paniculatas are hardy in this area. If you have one of these it will be fine in the pot outside. You do not need to wrap it. Keep watering it if we don't have any rain while it is still warm outside.
