Generally speaking, it is safe to begin planting outside after the last frost date, which has been changing over the years. What used to be the last average frost free date for our area has been pushed back from May 15 to April 20. Soil should be workable when you put the plants in. Here is a link to recommended planting times, which varies for veggies, but you can use your judgement as to when your soil is ready for flowers.
