How can I deal with Japanese stilt grass?

I live in the NW part of the city and am in the process of preparing my backyard in anticipation of installing a rain garden and native plant associations. The area I am working in is 25 feet wide and about 100 feet deep. One of my adjacent neighbors neglects her property and has permitted Japanese stilt grass to become established which in turn infected my property. I have kept it mowed short but it has spread through much of the area to be planted.

I have searched high and low to figure out how to selectively control the stuff but it is a grass/ bamboo that does not respond to broad leaf herbicides or even crab grass controls. The only answers I have come up with are 1. Repeatedly scalp it with a weed whacker (does not deal with residual seed) 2. Glyphosate for two full seasons and 3. Prepare beds and cover them with cardboard, cut holes for planting (backfilling with clean soil) and then mulch everything.

Do you guys have any solutions? This stuff is a pain.
