Have potted bush with tiny green leaves outside my salon in Southampton, PA. As the winter was harsh the leaves on the whole plant tuned brown. The plant by no means is dead. How can I get the green to come back

You can determine if the shrub is still alive by scraping some of the smaller twigs to see if the wood is green or not dried out. If they snap easily, it is probably dead. Sometimes new growth will develop from the roots. That should have happend by now. You will need to replace the shrub if it shows no sign of life.
