I have a question about distressed trees in Philadelphia.

I live in the Northern Liberties, and a few trees were planted on American street, near the "Stables". They were not planted correctly, and may die or fall over. The burlap was not cut away from the rootball, and you can see it sticking up over the dirt. Is there someone who can help fix this? One of the trees are already dying.
