Hydrangeas looked dead in spring but now have leaves at ground and on lower parts of branches.

This last winter was bad on many plants. Hydrangea shrubs may not leaf out entirely as a result. It's best to prune out the dead wood and reshape the plant as well as you can. Pine bark mulch will do. It is acidic, which will result in blue flowers on some hydrangeas. Fertilizing with 5-10-5 fertilizer this time of the year will help the plant recover.
