I think a tree I saw on the Connecticut River between VT and NH (at White River Junction) may have been a Fringe Tree, Chionanthus virginicus.

But do they grow that far north???pendent complex white droopy flower complex hanging below upward pointing compound, opposite oval leaves.

Dear Gardener:  Good spotting!!   It could be the Chionanthus virginicus, the Fringe Tree, as it is hardy to Zone 3 which is all the way north to the St. Lawence River!
