Is it good practice to plant new flowers and shrubs in dry holes?

I always either made sure the potting soil in the container was wet or added some water to the bottom of the hole when I planted flowers and shrubs, but a landscaper who was hired simply dug a hole, but the plant in (without testing it the potting soil for moisture), filled the hole and left. I think this is not good practice but I'd like an expert opinion.

Dear Gardener:  I suspect the landscaper should have watered the new plant or asked you to water.  Even if the soil has some moisture, when replanting, watering is important to set the soil firmly around the roots and to remove air pockets.
