Is it good horticultural practice to plant new plants in dry holes?

I always either drenched the plants before I planted them, or put some water in the bottom of the hole for most plants. Landscapers just dig a hole, take a plant out of a container, put it in the hole and cover it up without adding water. Is this ok?
