Something is attacking my sunflowers.

They range from 6” to 2 ft now, and every morning I come out and find them dug up around the roots and some thrown off to the side ( roots intact). I have applied pepper did not help.
current theory is squirrels but I really don’t have many, and it occurs at night.
Any other creatures you can blame that would dig a perfect channel around each plant base and not disturb anything but the plant to knock it out of the hole or throw to side. Suggestions?

A ground hog could do this or deer.
