We have freezing temperatures in Philadelphia in the winter so no flower is going to do well in winter. Fall annuals (blooms for one year) you could plant include chrysanthemums and pansies.  Perennials (rebloom in following years) would include Japanese anemone, Joe Pye weed, asters, the ground cover plumbago and sedums such as 'Autumn Joy'.
