my pear tree got a "rust" last year which meant we got no edible pears. What is the treatment for that?

Answer

Dear Gardener:  There are no fungicides for the treatment of rust if you are planning to eat the fruit.  There are fungicides for the treatment of rust, but then the fruit cannot be consumed.   Consulting a local arborist is the best way to spray safely.

As a preventive measure, you could remove all twigs and branches that exhibit the rust infection.  And.....since Juniper plants are the host for the rust and necessary for the complete life cycle of the rust, removing any Juniper trees or shrubs from nearby will help.
