My houseplant soil is dry about half way to the bottom. The bottom half is quite wet. Do i water???

Also, are brown tips on some of house plants a sign of too much water?

Repot your plant with new potting soil. You will be able to see the roots and know whether they are drowning or drying out.  Too little or too much water could be the culprit so suggest you repot the house plants to see which it is. It could also be sun scald if they are overly exposed to the sun. It could also be a lack of humidity which you could correct by spraying them with water on a regular basis, however the ones that are damaged with brown tips will not turn green again.
