How old does a weeping cherry have to be before it blooms?

Shelley, it should bloom within the first or second year after you buy it, although they usually are sold when they are able to bloom or are blooming. This year many started to bud or start to bloom with the very warm early spring then were damaged by the terribly cold, rainy, and snowy spell that followed. Hopefully next spring will be better and you will have lovely bloom. ep
