I have a rose tree that stays outside year - round.

Should I double pot it , first in a plastic pot and then it a clay pot, in order to protect it?

Your rose tree should be double potted, preferably with double plastic, or with the terra cotta-colored plastic or similar. The problem with true terracotta is that it could have water build up in the winter and break.  Ideally also it would be good to plant the pot in the ground in the winter to protect the roots and pot.  ep
