Your Blue Star Juniper is turning brown at the time of year when it should be growing well. Conifers need well drained soil and this year we have had a lot of rain in the Mid-Atlantic area. The soil is wet and not draining as it should. There is nothing you can do to save the plant. When planting conifers in the future choose a sunny spot that is well drained. You can improve drainage by adding small gravel to the soil mix and raising the plant an inch or so over the surrounding soil.
