I have a tree planted by the city in front of my house about 4-5 yrs ago.

In December 2016 a car blew up in front of my house and the tree was burned on one side. I have put down new soil several times hoping to bring it back to life. Nothing is working and the bark is peeling from the trunk and limbs.It did not bud/bloom this year. Is there anything I can or should be doing especially now that the seasons will be changing.

Your tree was damaged  by fire late last year and did not bud up, leaf out or bloom this year. It is most likely dead and should be removed. If the damage did not kill the tree, there should have been some sign of life this summer. Even if it had some life in it, the tree would not be very esthetic due to the damage.
