What are the best lights for starting seeds indoors? Do you recommend using heat mats?

You can use flourescent lights hung over your seeds or just incandescent bulbs if you only have a few seeds. Heat mats are a good idea but if you don't have them you can put the seeds in a container on top of a refrigerator which generates enough heat provided the top of the refrigerator is accessable. If using the refrigerator make sure to move your seeds to a good light source when they start germinating. if you have a window sill that gets good light the seeds should germinate, particularly if you put heat mats under them.
