Your evergreen, which appears to be a dwarf Alberta spruce, is undergoing what is known as "reversion". Many plants are discovered by keen eyed plantsmen who see an aberration in nature, in this case, the ordinary White Spruce. What is happening is your plant is trying to go back to its origin. When this happens, you want to cut out the reverted branches before the unwanted plant takes over. Nipping this in the bud will hopefully prevent this from happening.
